Dungeons & Dragons role-playing characters are given physical and mentals statistics that help define their relative strengths and weaknesses. Two of these are Intelligence (INT) and Charisma (CHA). The latter of these is most often the least useful since it's really only any good for characters who play Bards or Paladins. Because of that, most players steal points from Charisma to bolster other - more valuable - statistics like Strength for Fighters and Dexterity for Thieves. This, then, makes Charisma the most oft-used 'dump stat'.
Since the above poster insinuates that Dubya finds the least amount of value in his intelligence and has used it for a 'dump stat' (ironically in favour of charisma), hilarity ensues.
I'm both glad and a little scared at how quickly I understood this.
